Some people will tell you the IRS belongs to the, "Executive branch, Department of the United States Treasury" I understand this to be false. Title 31 U.S.C., Chapter 3 is entitled "Department of the Treasury". It clearly shows the Federal agencies actually created by law through Acts of Congress.
