The Preamble ("that which walks before") to the U.S. Constitution described who (the People of the United States) were promulgating the United States Constitution, and why. To provide for the "common defence" was one of the reasons--pertaining to military cooperation among the States and the establishing States' delegation of certain military affairs to the federal government.

Britain and its monarch remained a military enemy of the new United States, as was proven by and with the outbreak of the War of 1812.
