She asked him to consider women’s rights while working on the constitution. She was an early feminist, but it was to no avail because women in the 1700’s had no rights for anything in government or society.

The Declaration of Independence is the document you asked about. It was an open letter to the king stating the problems and declaring independence.
No colony accepted the Declaration they weren't asked to agree or vote on it. The Declaration was written and then published for the colonies to see and read. The publication took place in July of 1776, but Congress didn't vote on it until October 1776.
When members of the Congress asked Thomas Jefferson to draft the DEclaration of Independence he did so. It only took 3 weeks for him to write it. Years later Thomas decided to make his words into reality in Virginia. :]
