More specifically, he led troops against the Whiskey Rebellion, thereby personally demonstrating the power of the new federal government to levy taxes and collect them. He declared the US to be neutral in the war between Britain and France and so kept the country out of that war. He negotiated a treaty with Spain that gave Americans access to the the Mississippi River and the port of New Orleans.
