One of the ways the Constitution can be amended is that the proposed amendment is ratified by two-thirds of the House and Senate. It then must be ratified by three-fourths of the state. Another way that the Constitution can be amended is by Congress calling an Article V Convention if two-thirds of the state legislatures have demanded an amendment. Then, the proposed amendment must be ratified by three-fourths of the states.
