I can not think of any special prohibitions that apply to the president or his cabinet. Of course these people are prohibited from performing illegal acts. They are sworn to uphold the Constitution of the United States and so are implicitly prohibited from using the powers of their office in any improper way. Due to crowds and security problems the president is effectively prohibited from doing simple things like going to the supermarket .
