Three? Quite a series of countries, more then three, are so stable that any ranking of them are totally arbitrary. These include the Nordic countries, the Netherlands, Luexemburg, Switzerland, Canada... Changes in the political leadership in these mature democracies have very subtle fallouts, hard for any distant observer to notice at all. It is more about managing and perfecting, then pursuing visions.
