The Speaker of The House Of Representatives is both the highest leadership position in the House as well as the holder of the actual power of his/her political party. The President Pro-Tem of the Senate is the equivelant position in the Senate. Both positions are customarily (but not by law) held by the most senior and most powerful members of the majority political party, who vote on who is to be selected to hold the position.
