There are many ways why the Americans in 1789 wanted a shield of protection from the government. The American citizens wanted this because they did not want the government to be too powerful. Checks and balances are, in the Constitution, ways of limiting the powers of the three parts (branches) of the government. The American citizens let's say did not want police to be able to shoot the American citizens without good reason. This is what could happen if one part of the government becomes to powerful. I believe that this is why the American citizens wanted checks and balances, and why they wanted a shield of protection from the government.
