The US Supreme Court is the head of the Judicial branchof the federal government, mandated by Article III, Section 1, of the Constitution and established by the Judiciary Act of 1789 and various Judiciary Acts thereafter. The other two branches are the Legislative branch (Congress), and the Executive branch (the President, Vice-President, Cabinet members, etc.).

The Supreme Court is the Judicial Branch of the government, therefore it was not created by another branch of government.

The three branches of government (Legislative, Executive and Judicial) are listed in the US Constitution, Article 1, Section I. There it lists what each branch is responsible for and capable of doing within the system. These branches were established as a set of "checks and balances" to make sure that no one entity could single handedly control the government.

Another perspective:

The Legislative Branch established the US Supreme Court when it passed the Judiciary Act of 1789; however, they were acting on a requirement addressed in Article III of the Constitution, so the idea didn't originate with the First Congress but with the Framers of the Constitution.

Congress continues to play a role in shaping the Judicial Branch because they have authority to alter the Court's appellate jurisdiction, the number of justices required to fill the bench and other structural matters, and have final authority to approve or reject a President's nomination to the Court.

Congress is also responsible for establishing all courts inferior to (below) the Supreme Court, including those that fall under the Judicial Branch (US District Courts, US Court of International Trade, US Court of Appeals Circuit Courts) and those that are part of the Legislative Branch, such as the Court of Federal Claims, Tax Court, US Bankruptcy Courts, Military Courts, etc.
