Federalism is the system of government which guarantees each state representation at the national level. Other forms of government include fascism, constitutional monarchy, and republic.
Ireland has a national government. There is not a government for each of the four provinces of Ireland. Ireland is a small country, so there is no need for that level of government. Counties have councils, but there is nothing at provincial level.
Each city has it's own municipal government. They are all different.
