The American Way
The People in the government would have control in a state regulated by its evolving unity in perfecting the natural principles in the confederated state of last word authority.
There are several ways this was expressed throughout the constitution; the most explicit was in the preamble "Ordained" by the people authorizing the constitutions order of laws and characteristic jurisdictions (venues) that justified the United States of America was governed by law.
Motto: in God We Trust shows respect for the "General Organization Development" of our taxations purpose "authority".
I would say it meant just what happened everyone that is not in the order of law will be taxed by laws for any disorder. Bills are duties of rights just mean to insure the legal parameters of jurisdiction are fulfilled. Like a contract at arms length ~ binding. Within spiting range of jail people don't think of tax they say its fine!
you can't just go around making things illegal that everybody does in the wild we're talking about civilizations rules and regulations they are social authorities.
After all no one understands what justice is until they are bound by its establishments conviction it's about a contract in negotiation throughout the land of congregations reporting to the congressional jurisdiction what shall not be tolerated that is where it becomes the law of our institutions legislation.
