The President has the duty to enforce all Federal Laws. The Justice department , t FBI, and all the federal regulatory agencies are under his direction . He also can call up the national guard for law enforcement duties if needed. Federal agents have the power to make arrests , pursue court actions, and levy civil fines and other sanctions against offenders of federal regulations.
Presidents don't have legislative power. Congress has legislative powers. Presidents don't make laws.
