I am by no means an expert on this subject, but it appears to me to be a sentiment in the losing political party that they have lost a polarizing argument and that they should step aside. In the sense that a presidential election is an argument between two opposing directions that the country should go... I believe it is conventional political wisdom that the one who gets elected wins the argument and then has this sentiment on his side which should help cause the other guys to step aside to some degree. As far as I gather it is not something concrete but rather just an idea of how things can go. I also gather that it has become less relevant of late, and that this "winning of the argument" has recently done little to cause the other party to step aside.

President's can claim a mandate to carry out certain policies, health care reform is an example. However, it is truly a mandate only if a majority of the American people (not a bare majority, such as 50.9%) acknowledged within themselves during the presidential campaign that they are wholly behind the president in his effort to carry out policy emphasized during that campaign.
