I am by no means an expert on this subject, but it appears to me to be a sentiment in the losing political party that they have lost a polarizing argument and that they should step aside. In the sense that a presidential election is an argument between two opposing directions that the country should go... I believe it is conventional political wisdom that the one who gets elected wins the argument and then has this sentiment on his side which should help cause the other guys to step aside to some degree.
