Corruption is a personal trait. A government may be corrupt if the members of the government are.
Many governments say one thing and do a different thing. This may not be corrupt but practical.
For instance, the UK outlawed slavery but turned a blind eye to it where it was economically useful.
The US enacted legislation to prevent discrimination and did little to enforce it.
