most people will immediately think "we the people" but the constitutions preamble is really stating this:

The preamble of the United States Constitution is the introduction to the document that lists the original freedoms granted to American citizens. It states that the citizens of America in order to make our country better, will create justice, guarantee peace throughout the US and your home, give general safety to all citizens, support the good fortune, health and happiness of the people, and secure all freedoms to the current generation and the future ones. In this paragraph, six goals are stated. The first goal is to "form a more perfect Union." This goal means that government, along with the people, are going to strive towards a better country that is united and creates freedoms for the citizens. An excellent example of a time when government works to create a better country for you is presidential election years. Currently, debates are being held to determine who will be the next President of the United States. Candidates for this position are explaining to all citizens of the country what they will do to make this country better if they are elected as the president. When elected, they are expected to carry out on these promises so the nation will become a better place. The second goal of the Constitution is to "establish justice." This means that the new governing body of the US would have an additional branch that would work to ensure fairness and equality. An example of this is ending Jim Crow Laws. These were laws created to make African Americans "separate but equal." What really happened was that they were treated like they were second class citizens and were segregated from others. They could not eat in the same places, go to the same schools, or even use the same bathrooms as white people did. These laws were ended in the late 1960s because they were declared unconstitutional. Courts repealed this law to "establish justice" for African Americans. The next goal is to insure domestic tranquility. This means the country is going to work towards establishing peace in the United Sates. The government will make every effort to create a calm and peaceful environment for the citizens of the US to live in. The country failed to do this when they broke out in civil war. The southern part of the country seceded from the north in response to slavery being taken away due to the fact that the economy would suffer tremendously. While the south had the right to secede, the north wanted to preserve the union and abolish slavery which sparked fighting. This was not a tranquil environment for Americans because fighting was going on throughout the country. However, there has not been another war on American "soil" since then, which has kept our country peaceful. The next goal is to "provide for the common defense." This means that the US will ensure you're provided with general safety. An excellent example of this is the police and fire departments, which are readily available to you when you need them. Also, on a larger scale, the United States has an army ready to protect you from foreign invaders as well as several other things. Locally and nationally, the country has definitely defended their citizens well. The 5th goal is to "promote general welfare." This means that every citizen has the right to happiness health and good fortune. Basically it's just granting citizens the ability to be happy, prosperous, and healthy. For instance, you can go to a doctor if you are sick, you can apply for "welfare" if you have no job, and you have infinite freedoms to ensure your happiness. There are a lot of ways the country encourages welfare for American citizens. The 6th and final goal is to "secure the blessings of liberty to ourselves and our posterity." This means that the government is going to protect the rights of all people from the current generation as well as the next.
