It set term limits for the US Presidency.

Franklin Roosevelt was elected President an unprecedented four times (1932, 1936, 1940 and 1944), although he died in April 1945, shortly after his fourth inauguration. He used World War II as his reason for continuing to be President, but his opponents thought he was trying to become a dictator and sought to pass a Constitutional Amendment to stop that from happening again.

The 22nd Amendment was the result, which was fully ratified in 1951. It disallows a person from being elected President more than twice. It also disallows a person who serves at least two years of another President's term from being elected more than once. However, the Amendment allows the President at the time of its ratification to ignore it- this was Harry Truman, and although he didn't have to, he wound up adhering to it (he was veryunpopular by 1952 and decided not to try to run).

The clause about the two years of another President's term is interesting. It means that, purely as a hypothetical example, if President Barack Obama were to somehow die before January 2015, Joe Biden would become President and could be elected in 2016 but not reelected in 2020. If President Obama were to die instead after January 20, 2015, then Biden could be elected in 2016 and 2020.

The Twenty-second Amendment limits presidents to a maximum of two elected terms. It was passed largely as a reaction to Franklin D. Roosevelt's election to four terms between 1933 and 1945.
