It was basically made to stop political corruption. The civil-service reform forced politicians to gain support and funds from big-business leaders.

Since the Administration of Andrew Jackson, something called the Spoils System had been in place. It stated that the President's party supporters during his campaign for election would be given government positions if that Presidential Candidate was successful.

After the Election of 1880, James A Garfield came to the Presidency. He gave out the required government offices to his supporters, but one man, Charles Guiteau, felt left out. He had supported Garfield, but not given a position. Guiteau was also mentally deranged, and because he had been "passed over" for a job, he decided to assassinate the President, and did in 1881.

Garfield's successor, Chester A Arthur, along with Congress, recognized the need for Civil Service Reform. The Spoils System had to go; it was literally getting people killed. The Pendleton Civil Service Reform Act of 1883 (named for Senator George H Pendleton, D-Ohio) made merit-based examinations necessary for civil service appointments and officially abolished the practice of giving these government offices away to party supporters.
