In the Constitution, delegated (expressed) powers are powers that are explicitly given to Congress. Implied Powers are powers that are not written in the Constitution, but are implied by the Elastic Clause.

A delegated power is one that can be assigned to someone by the person who holds it. The US Constitution has some specific places where they allow certain powers of the President to be delegated. Implied are powers that are not called out specifically, but they are inferred by powers that are specifically called out.
