All of the president's responsibilities are very important. Their importance varies with the times. In wartime, his job of commanding the military and choosing the generals and admirals who conduct the war may be the most important. In times of world tension, his ability to negotiate with foreign government and agree on accords and treaties may be the most important. In ordinary times, his duty of overseeing an honest, efficient and effective federal government is probably the most important. Included in this, is planning, budgeting and choosing good people to hold the federal positions.
