Authority is the exercise of power. I a democracy the authority in a country is given to a prime minister or president by the people. That person then appoints ministers and sets up a government responsible for running a country. Thus authority is delegated down form that person. Put another way President JF Kennedy's famous plack on this desk "the buck stops here" meant that the reverse was true all decisions made in his name cam back to him and his desk. Thus authority is delegated form one person in authority to another in a long chain with a 'chief' at the top - the chain of authority is 'vertical'.
