Initially Congress was granted the power to collect taxes. The collection of income taxes however, was to have been a temporary measure, and the bulk was to have been paid by the wealthy. However, at this point there are numerous taxes, and the collection of them is not ending. In addition, the wealthy pay very few taxes, and the bulk of paying for the government falls on the shoulders of the middle class.
Under the U.S. Constitution, the federal government has an extremely narrow authority to tax and spend. Revenue is lawfully limited to tariffs and duties on imports very limited, and for taxing statutorily-defined income, earned by corporations and individuals that were earned through the exercise of a federally-connected activity. The federal government is barred from levyng a direct, unapportioned tax on the earnings of citizens.

During his two terms in office he got Congress to pass the Federal Trade Commission Act, the Clayton Antitrust Act, the Federal Reserve Act, and an income tax. Few presidents since have gotten Congress to pass a legislative agenda like he did.
