Yes, after one complete year in office a petition can be filed for a recall. WI has one of the most liberal recall systems in the US. Once the petition is filed, they have 30 or 60 days to get signatures equal to 25% of the vote cast for that position in the last election. Then a recall election is scheduled. I believe that vote is simply a "yes" or "no" vote on whether people agree, he doesn't run against another candidate. Once the recall passes I think a new election is scheduled for the the position by the state election board.
