The Reapportioned Act was made so Congress didn't have to go over the same chaos that occured in the 1920's census. This enforces that there is a set number of members in the House of Representatives, also the number of seats per state should have, this being called the Census Bureau. It is then sent to the President, where it is then sent to Congress. In the 60 days it will be effective, neither house can reject this plan.
