Limitations on an individual's absolute, centralized authority had been part of British political institutions since 1215 with King John's signing of the Magna Carta. As Virginia was founded in 1607 by a joint-stock company, the Virginia Company, its primary function was economical and thus its chartered organization and structure was built around a leadership body, not one absolute leader. The Mayflower Compact of 1620 created reciprocal civil bonds among the signatories, fostering a cooperative governing style. Future colonies were founded throughout the Enlightenment period, which applied Renaissance and Classical advances in Humanism and Reason to political systems and emphasized the natural freedom of mankind and thus the invalidity of political systems contradictory to this natural law. The merchant class saw representative government as a way of ensuring that their entrepreneurial exercise was neither restricted not forcefully redirected to benefit another individual. Farmers encouraged growth of representative systems as well, as they now owned the land they worked, not a King they had never met and who acted in his, not the landowner's interests. The British Crown's tax increase on Colonial goods to pay for the Seven Years War in distant India conflicted with the individualistic autonomy and expectation of mutual benefit inherent in these institutions and thus caused them to become more fervent in response. The Colonies then pursued joint efforts through contract to preserve this freedom, the contracts ensuring that the signatories' rights were respected and responsibilities agreed to.

The purpose of a representative government in the colonial period is the same as it is today. It makes and enforces laws created by those elected by the voters.
