"Governments are instituted among Men, deriving their just powers from the consent of the governed, That whenever any Form of Government becomes destructive of these ends, it is the Right of the People to alter or to abolish it, and to institute new Government..." This is a key factor in the Social Contract Theory: people form a government for protection of their rights, and when that government fails to deliver, the people have a right to form a new one. This is precisely what was happening in the American colonies when the Declaration of Independence was written in 1776.
