The Amendment process is the formal way to change the Constitution. An amendment may be proposed by two-thirds vote of both houses of Congress or by a convention called by Congress at the request of two-thirds of the state legislatures. Ratification of an amendment takes three-fourths of the states to approve.

They made provisions for an orderly amending of the Constitution. It has been used successfully twenty seven times. Proposed amendments can be presented to the states by congress, and also the states themselves can initiate the process. The latter process has not yet been tried, although many believe that congress has gotten in the way of that process being successfully initiated. The final say on ratifying an amendment is with The People, and there are no over-rides or vetos possible. three fourths of the states (by way of state legislatures, or by way of state conventions; the Senate decides which will be implemented) must agree to an amendment before it becomes law. Only a new amendment ratified by The People can undo a previously ratified amendment.
