The Amendment process is the formal way to change the Constitution. An amendment may be proposed by two-thirds vote of both houses of Congress or by a convention called by Congress at the request of two-thirds of the state legislatures. Ratification of an amendment takes three-fourths of the states to approve.
They made provisions for an orderly amending of the Constitution. It has been used successfully twenty seven times. Proposed amendments can be presented to the states by congress, and also the states themselves can initiate the process. The latter process has not yet been tried, although many believe that congress has gotten in the way of that process being successfully initiated. The final say on ratifying an amendment is with The People, and there are no over-rides or vetos possible. three fourths of the states (by way of state legislatures, or by way of state conventions; the Senate decides which will be implemented) must agree to an amendment before it becomes law. Only a new amendment ratified by The People can undo a previously ratified amendment.
The framers of the US Constitution knew that changes would need to be made in the future. For this reason, Article V outlines the procedure to be used when Amendments became necessary.
The framers of the Constitution were wise to provide a way for the document to be amended. They realized that society would change as time passed, and new issues they could not foresee might come up. So, the framers made the Constitution changeable, but hard to do so, so that it could not be changed on a whim.
The compromise that the Framers reached on the issues of the tariffs and slavery were, to lay and collect Taxes, Duties, Imposts, and Excises, also to regulate the Commerce with foreign Nations, and among the several Sates, and with the Indian Tribes. So the Constitution gave Congress the power to place tariffs on imports, and the Congress was also given the power to control both the interstate and foreign trade. So to agreement with the Southern delegates the Framers from the North agreed to the Southern demands on slavery issue.
The US Constitution provides for a process of submitting a direct vote of the citizens for a approval or rejection. This process is called a referendum.

The framers of the constitution did not explicitly place a limit on the Department of Defense, as it did not exist in its current form during their time. However, they did establish checks and balances within the government to prevent the concentration of power, which indirectly applies to all branches, including the Department of Defense. Additionally, the constitution outlines the power of Congress to declare war and appropriate funds for defense, giving some control over the department.
