The final say on ratifying an amendment is with The People, and there are no over-rides or vetos possible. three fourths of the states (by way of state legislatures, or by way of state conventions; the Senate decides which will be implemented) must agree to an amendment before it becomes law. Only a new amendment ratified by The People can undo a previously ratified amendment.
