The Constitution was given to the thirteen original states to ratify. They became states of the union when they ratified the Constitution.

Vermont was not one of the original thirteen colonies, but it ratified the Constitution as well.

The other states were admitted to the Union by acts of Congress.They did not ratify the Constitution because that was not a requirement for admission to the union as a state.
