The United Nations UDHR document was prepared in "narrowed" connection with the defeat of Germany, the War Crime tribunals, and the re-establishment of Israel as an independent and sovereign nation in May of 1948.
The writers hoped that such "ideals" of the global application of human rights would emerge after the revelation of the unprovoked genocide of humans that had occurred under Hitler's regime. It would seem reasonable to conclude that if the US and other countries of the world could permit the rebirth of Israel, then perhaps the question of extending those same "rights" to all people could be addressed.
