The first ten Amendments, also known as the Bill of Rights, were ratified in 1791. They were all ratified together because they were all written together. They were written with the Constitution because they are the rights that the men who drafted the Constitution wanted to guarantee for all United States Citizens.

The first 10 Amendment's to the United States Constitution, known as the Bill of Right's, where written, rewritten and finalized in the States during the ratification process which lasted from 1787 until 1789. They were added officially by the Congress which convened in New York City on March 4th, 1789. They convened in New York City because the "Ten Square mile", written about in the U.S.Constitution, now known as Washington D.C., hadn't been approved yet.
