There are many different types of whips.

The wording of your question causes me to think that you are asking what WERE whips made of back then.

Bullwhips in America's olden days were made of normal cowhide, rawhide and oxhide leathers. A bullwhip is a single-"tailed" (a tail is what you call the ropey part of the whip that you snapped across stuff) whip, made of braided leather. Bullwhips were originally used as a tool for working with livestock.
