The framers did not trust the ordinary citizen who did not own property as they all did. They were afraid that the unpropertied class which outnumbered the propertied class by far, would take control of government through their voting strength and elsec representatives who had no respect for property. This is evident by the fact that in the Constitution, Senators were not chosen by people but by the state legislatures. It is also evident in that technically the people do not vote for President. They vote for persons known as "electors" who have pledged that they will cast a vote for a particular candidate. This pledge is not binding, so an "elector" elected to vote for Person A, has the right to cast a vote for Person B if he/she wants to. John Adams made a statement to the effect that government that does not protect property is no government at all. Property must be protected first.
