Goverments come from the fact that populations or citizens are too large in numbers to either quikly respond to an event or to agree on something fast enough.

This works for the entire layer of society. for a normal town there is the city hall. Alot of city halls are governed by a higher form of government and so on

i assume that this is already established from the old greek civilisation
