It's not a law.

The idea is in the Declaration of Independance, that people may change their government if there have been "a long train of abuses".

Also, Abraham Lincoln speaking of people and their government, spoke of their, "revolutionary right to overthrow it", though it was rather odd for him to say that in his first inaugeration speech, as future events would show.
