All thirteeen. New Hampshire, Connecticut, Massachussetts, Rhode Island,new York, New Jersey, Pennsylvania, Delaware, Maryland, Virginia, North Carolina, South Carolina and Georgia

New York was not represented because if there was war they would be the first to be attacked. Though later into the war they signed the declaration
