You are probably referring to the 21st Amendment, which ended Prohibition. The 18th amendment to the Constitution (1919) made it illegal to manufacture, sell or distribute alcoholic beverages. It was supposed to reduce alcoholism and lower crime rates (many crimes were related to drunkenness), but it turned out to be a very unpopular law, as well as a law that was nearly impossible to enforce. By 1933, the 21st Amendment had repealed it.
The 18th Amendment, ratified in 1919, made the production, sale, and transportation of alcoholic beverages illegal in the United States, effectively instituting Prohibition. It aimed to reduce crime and corruption, improve health, and boost moral standards. However, the amendment led to unintended consequences, including the rise of organized crime and a widespread disregard for the law. The 18th Amendment was eventually repealed by the 21st Amendment in 1933.
People used many techniques to circumvent National Prohibition. They made their own alcoholic beverages, they went to speakeasies, they brought alcohol across the border from Canada, they bought from bootleggers, etc.
