Because they had "rebelled" against their own government. The "War of the Rebellion" (Civil War) was an illegal war...it was a crime. Confederates "could" have been executed after the war. Their president, Jefferson Davis was placed in federal prison after the war.
to rejoin the Union, a state must meet three requirements. First, a majority of the state's white male adults had to pledge loyalty to the Union. Second, only white males who swore they had not fought against the Union could vote for delegates to a state constitutional convention. Third, all new state constitutions had to ban slavery. The bill also barred former Confederates from holding public office.
im not an expert but after the war congress banned former confederates from voting and holding office. so many of the people who did get into office were unquailfied.along with carpetbaggers(often con men) and radical rebpublicans the south's politics degraded into embezlement,fraud and other such offences. so in my opinion most corruption was in places of power.go figure;)
No. If the person is no longer holding that office, they revert to being simply Mr. or Mrs. (or counselor if they are still one).
Only informally face to face . If he is not currently holding office, the title is not his anymore.
