Jackson declared all ordinary and intelligent (white) citizens equally qualified to serve, such as Jefferson.

Actually, a Jeffersonian democracy considered landownership the most important characteristic of a citizen, and his ideas around government required that all officeholders own property - he usually further limited this by requiring land ownership (merchants and their ships and building were not to be included). This version of democracy was not, however, put into actual practice in the Constitution, and when Jefferson became the 3rd U.S. President, he did not attempt to change the underlying structure of the government, though many of his policies did favor the (usually small) landowner over the merchant class.
