The two party system found in the United States, leads to moral and ethical differences in belief that help form competition. Competition is important because each side is working to better the deal for themselves and there for their constituency. In a one party system, the government tends to be more efficient due to the lack of disagreement among party members. This lack of disagreement leads to faster passage of bills and laws, different from the system of one party rule.

I cannot find a specific answer to this question, but for the sake of time, I'm going to take a swing at this. A dictatorship is a single party system. Meaning that only one political party for that country can be in power at that time. So any political party that exists in the country can actually be dictator of the country.
