No, Lisbon [Lisboa] isn't a country. Instead, it's the most famous city in Portugal. It's the country's capital city and busiest seaport. It's located in western Portugal at the point where the Tagus River flows into the Atlantic.

Lisbon was already a 1,000-year-old town at the time of Roman rule in 205 BC. It was captured by the Moors in the eighth century. In 1147 it was reconquered for Christians under Afonso Henriques [July 25, 1009 - December 6, 1185].

Lisbon is the major cultural, economic and political center of Portugal.

Lisbon is a city in Portugal. There are no states in Portugal. Portugal is administrative divided in several Municipalities, which are then even subdivided in civil parishes. The city of Lisbon corresponds entirely to the Municipality of Lisbon.

For statistical purposes, there are several larger areas, after NUTS II or NUTS III areas, and some of them are also named after Lisbon. Foreigners often misunderstand all of them. To make everything even more complicated, there are also historical regions, that are called Districts. Most of them today doesn't mean anything, except for some associations full areas of jurisdiction (like for instance football\soccer).

All Municipalities in Portugal are independent from one another. The Municipality of Lisbon only runs the city of Lisbon. The city of Amadora, which we can considered a suburb of Lisbon, belongs to the Municipality of the same name and has full powers over its own geographical area, and may or not include other villages or cities within. Same happens everywhere else in the country.
