There was no information found on when President Washington sent out the proposals from Congress for approvals, but the U.S. Constitution was created in 1787 and ratified in 1788. Beginning in 1787 to 1789, there were 12 states. Those states were Delaware, Pennsylvania, New Jersey, Georgia, Connecticut, Massachusetts, Maryland, South Carolina, New Hampshire, Virginia, New York and North Carolina.
