Virginia and New York held their ratifying conventions in June and July of 1788, and it was an uphill battle to get the Constitution ratified. New York was particularly nasty - John Lansing and Alexander Hamilton got into such a fierce debacle that people wondered if a duel would follow. So, you could say that Virginia and New York did "delay the Constitution", because they were the 2 key states to the nation's success, and without them, the nation would fail. But, they didn't actually delay its ratification because New Hampshire became the ninth state to ratify in mid June.

The colonists required the ratification process because they wanted the Bill of Rights to be included in the US Constitution. With the addition of the Bill of Rights more colonists could set aside their fears of having their rights and freedoms taken away from them by the government.
