The early Romans around the year of 500 BC BCE began a new form of government after the last king was deposed. They chose the form of a republic to be the foundation of the new Roman government. The citizens believed that a republic, where the powers were shared between the wealthy senators and the Popular Assembly would be the best way to never revert to one man gaining sole power and becoming a king. Thus each year, the Assembly would elect from the Senate two men to serve as consuls. They handled most everything in Rome inasmuch that Rome was still a small city state. The consuls could only serve one year.
