Due to their experiences with Parliament, the framers wanted to make sure all the power wasn't left in one legislative body. In addition, the bicameral legislation worked as a compromise between large and small states. The House of Representatives takes in account the size of the population in a state to determine how many representatives they can have. The Senate, on the other hand, guarantees that the small states will have two senators, just like the large ones.
