the senate elections are held in a staggard fashion which means that only about a third of the senators are elected in each election. so all the seats in the senate are never completely empty. for example, if there were 60 senators for example, 30 senators are in the election this year, while the other 30 will be in the election a couple years from now. these two groups rotate.

The Senate is a continuing body. Every two years, elections are held for U.S. Senators. However only one third of the senators are up for election. The other two thirds are holdovers, since the Senate has six year terms.

Because Senators serve 6 year terms And only 1/3 of the Senate faces re-election every two years. So the Senate can never lose more than 1/3 pf it's members, in any given election, assuming that there are no vacancies for reasons such as resignation or death of a member.
