There are many legislatures in the world which lack the ability to write the laws they are required to pass. These are often called rubber stamp parliaments. A democratically-elected parliament without the power to make law is not a legislature. If Congress was powerless to make law but the democratic processes were all the same including the democratically elected president what we would have is an elected monarchy.
Congress is composed of elected representatives who pass laws in accordance with the desires and opinions of their constituents. It is the means by which the "public will" becomes "public policy."
Law-making goes through the House of Representatives and the Senate, both houses of the Congress. The House represents the people while the Senate represents the states. Therefore, the people are represented. If a bill is brought up and both houses are able to agree to make the bill a law, then that means that most of the democracy is for that bill and is able to actually agree on something (as the democracy is quite split in recent years and the parties can never really get along). In lawmaking, the people's views are represented and brought forth, and perhaps made into law. That's what a democracy is: Rule of the people.

There has to be a means to address the needs of the citizens. When the constitution was written in 1789 many of the things we have today didn't exist, so laws have to be made for the protection of people and to be able to do that makes democracy work. Otherwise it would be chaos because no one would know the rules.

The Court's primary function is to interpret and apply the law, as well as to review the constitutionality of laws passed by Congress or actions taken by the executive branch.
