By May 1776, 8 colonies had decided to support independence. On July 2, 1776, the resolution for independence was adopted by 12 of the 13 colonies, w/ NY not voting. It was made official on July 4, 1776; on July 9 the NY convention finally approved.
The Second Constitutional Convention of the United States is a proposal made in the attempt to improve US politics by renovate the present US Constitution. It is an option that gives governments a way to change things that the states may disagree with.
Rhode Island, because the state feared excessive control from a strong, central government. It was satisfied with the weak government under the Articles of Confederation. Also, it feared loss of political influence to states with larger populations. Under the Articles, there was unicameral legislation and each state had one vote. Also, all the states had to vote to pass an amendment. You can see why Rhode Island would not want to change this arrangement.

12 states went to the Constitutional Convention (also known as the Federal Convention, the Philadelphia Convention, the First Constitutional Convention, and the Constitutional Convention of 1787). Rhode Island didn't send delegates because it opposed any revision of the Articles of Confederation and it did not believe the national government had the right to interfere in the affairs of a state.All the states expect Rhode Island were represented at the constitutional convention. Because it had been self governed for over 140 years. And the state was reluctant to give up power to a central government.
