A general term would be monarch. Kingdoms are generally ruled by kings or queens regnant (Queen Elizabeth II of the United Kingdom), and empires are ruled by emperors or empresses regnant. All are considered monarchs. Historically emperors and empresses have been given a higher social/diplomatic status than kings and queens, although that is generally no longer true.
