This happened because the people that were able to help the citizens, were the people that could actually afford to buy things. These people were part of the noble landowners. This then involved the government into an aristocracy, ruled by the hereditary landholding elite. Then, as trade increased, wealthy merchants, farmers, and artisans began to take over and turn the government into and Oligarchy. Oligarchy is when the power is in the small wealthy elite. The main reason different forms of government introduced themselves is because the demand for an influential leader. For example, in a time of an economic boom, citizens would want a government that would be able to fill their needs and desires, not one that is unfamiliar with trade.
