They also allowed them to continue to use their customary laws at the local level. The Romans relied on the local ruling elites to run local affairs in the Roman provinces. The Roman provincial governors' job was limited to defence and the maintenance of the legions stationed in the provinces, tack collection, the commissioning of public works and arbitration of disputes the locals were unable to settle themselves. Without this system the empire would not have lasted. Rigid policies would have led to many rebellions.

Romans took a unique approach concerning the law and citizenship of the lands they conquered. Rather than rule the people of these lands as conquered subjects, the Romans invited them to become citizens. These people then became a part of Rome, rather than enemies fighting against it.
